Windows Server 2022 RDS 50 User CALs
Windows Server 2022 RDS 50 User CALs: a pack of 50 Remote Desktop Services client access licenses (RDS CALs) for Windows Server 2022, as User CALs. Each one covers one person, from any device.
Right after your payment is confirmed, we email you a secure link to your license, and your invoice comes with the order. Lifetime warranty on the server where you activate it. Only reveal your license when you are ready to install it.
What is a Windows Server 2022 User CAL?
A Remote Desktop Services client access license (RDS CAL) lets a person or a device connect to a Remote Desktop session host running Windows Server. A User CAL is tied to the person: it covers that person whichever device they connect from, whether it is an office PC, a laptop at home or a tablet on the road.
RDS CALs are separate products from Windows Server, sold in packs of 50. Microsoft’s licensing terms say which users and devices need an RDS CAL: check them for your setup. This pack is not a Windows Server license: the Windows Server edition you run it on is a separate product, see Windows Server license keys.
When do User CALs make sense?
User CALs are a good fit when each person has their own devices and uses more than one of them to reach your session host. Typical cases:
- staff who connect from an office PC and also from a laptop or a home computer;
- remote workers and consultants who use their own devices;
- teams where the number of people is smaller and steadier than the number of devices.
If several people share the same computers, for example in shifts, Device CALs may fit better. Read RDS User CALs vs Device CALs, or choose the Windows Server 2022 RDS 50 Device CALs pack. Microsoft gives one example of each: Device CALs where two or more shifts of workers use the same computers, and User CALs where each user has their own dedicated devices. See License Remote Desktop Services with Client Access Licenses (CALs).
| User CAL | Device CAL | |
| Covers | One person, from any device | One device, whoever uses it |
|---|---|---|
| A good fit when | Each person has their own devices | Several people share the same computers, for example in shifts |
How many 50 User CALs packs do you need?
Each pack has 50 licenses. Count the people who will connect to your session hosts and divide by 50, rounding up:
- 45 people need one pack;
- 51 people need two packs;
- 120 people need three packs.

Which Windows Server version does a 2022 RDS CAL work with?
An RDS CAL pack works with its own Windows Server version or an earlier one, never a later one. A Windows Server 2022 pack therefore works with 2022, 2019 and 2016 session hosts, but not with 2025. Install the pack on a Remote Desktop license server running Windows Server 2022 or later. If you run Windows Server 2025, you need the 2025 RDS 50 User CALs pack.
| Windows Server 2025 pack | Session hosts running 2025, 2022, 2019 and 2016 |
|---|---|
| Windows Server 2022 pack | Session hosts running 2022, 2019 and 2016 |
| Windows Server 2019 pack | Session hosts running 2019 and 2016 |
| Windows Server 2016 pack | Session hosts running 2016 |

Questions about Windows Server 2022 User CALs
Is the Windows Server 2022 RDS 50 User CALs pack a Windows Server license?
No. RDS CALs are separate products from Windows Server, sold in packs of 50. The Windows Server edition you run them on is a separate product too: see Windows Server license keys.
What is the difference between User CALs and Device CALs?
A User CAL covers one person, from any device. A Device CAL covers one device, whoever uses it.
Do CALs for an earlier Windows Server version work on a later one?
No. A pack works with its own Windows Server version or an earlier one. A Windows Server 2022 pack, for example, works with 2022, 2019 and 2016 session hosts, but not with 2025.
How many packs do I need for 80 people?
Two packs of 50 User CALs cover 100 people. With Device CALs, count the devices that connect instead. Check Microsoft’s licensing terms for your setup.
Do administrators need an RDS CAL to manage the server remotely?
Microsoft’s terms for remote administration of a server are different from the terms for users who run applications on a session host. Check the terms for your setup before you decide how many packs to buy.
